Overgrown Vegetation/Trees

This tree is growing in front of our property on the city’s easement next to the roadway. It’s dying and dropping large limbs into the road and easement and lifting the sidewalk. I don’t have the equipment to remove it and am afraid to cause a roadway hazard if I attempt it.
