There is a fire hydrant that has been covered with a black plastic bag for weeks. I thought it had something to do with fire department but they say it's a Tucson water department issue. I've also reached out to them but have heard nothing back. People in the neighborhood should have been in contact with someone but they must be thinking someone else is taking care of the problem.
